I too had never heard PJ or PS. Local to your area or plant. I have worked at somewhere between 15 and 20 plants - maybe they were all in states that required licensed electricians.
At all of those plants during the construction damaged extension cords were thrown out. Repairs not allowed. I was told OSHA did not allow repair, as the made up end was not watertight.
I also think it was more expensive to buy the cord caps and make the repair.
