Exterior EM Lighting

I was recently told by an inspector that I needed 2 exterior lights for my remote heads at each door, per NEC 700.16. The code appears under EM circuits and seems out of place. Is this correct to install a daul EM remote head at each door?

NEC sec 700.16 tells you how the emergency lighting system shall be designed to function. It is the building code that tells what components of the means of egress are required to have emergency illumination. The exits are required to be illuminated.

700.16 dictates the requirement for more than one lamp...and either NFPA 101, or the IBC dictates the need for Exit Discharge Illumination.

Generally...required exit doors need two-lamp EM lights on the exterior

It is code but even more odd is that it is hardly enforced, at least where I live:-?.
