I am installing lighting in a base ball park. The manufacture of the lighting wants a ground rod installed at each pole location with a No. 2 copper attached to the ground rod and also wants it attached to my equipment grounding conductor. This is for lightning protection. Is this correct?

I would agree with Pierre that these ground rods are permitted as per 250.54-Supplementary Grounding Electrodes. A ground rod can supplement the equipment grounding conductor but it cannot replace it since the earth cannot be used as the sole equipment grounding conductor. Supplementary grounding electrodes are not required to be connected to the equipment grounding conductor although they can be connected as is the case with the design you've mentioned.

In the case of the lighting pole, I would say that the "supplementary" ground rod would be required to be bonded to the EG of the lighting ckt. In other installations it may be bonded to other parts of the grounding electrode system.
