exterior pole light...listed?

hi all,
I am wiring a commercial building which shows 2 exterior pole lights. the owner of the property supplied all fixtures. he had 4x4 steel poles custom made, they are 15' long. the poles have no hand hole on them or any mean of attaching an equipment grounding conductor. I had him cut a hand hole in the poles small enough to where I can install a blank weather resistant cover over it. I want to drill and tap a hole so I can install a ground screw. do these exterior poles have to be UL listed or is it up to the AHJ? also is there another way to attach the equipment grounding conductor? if I drill and tap the inside of the pole, the hole will go completely through the steel. hope im painting a good enough picture for you guys...
 
410.6 states "luminaires, lampholders, retrofit kits" would the pole itself fall under this description being that the actual fixture itself is separate from the pole?
The pole does not fall under 410.6 The luminaire is what must be listed and is supported by the pole. If you replace lampholders or install a retrofit kit in the luminaire - those must be listed also.

Nope, it just has to meet the provisions of 410.30(B).
