I was under the impression that a panel gets sent to and then gets listed by UL as a complete unit. That means an indoor or outdoor panel and its respective enclosure is sent to UL and gets listed as such. If you pull the guts out of any one panel and install it into another you lose the listing IMHO (if that's what you meant).
I believe it is the exact opposite--the guts are listed as a unit, and it's available to put in any enclosure suitable for the environment.

There would be no need to pull the guts out to install the panel.

If an outdoor locations can be made watertight by building an water tight enclosure around the panel, why can it not be regarded the same as being installed indoors?

I see this no different than a panel being installed in an outdoor shed or maybe a detached garage.

I've seen more than one restaurants where the panels and transformers were located inside an electrical room, all Nema 1,, yet, the panels faced out and located in a room on the outside wall where the set of swinging doors opened to outdoors.

I see this no differently.
