I am unable to find any requirements for grounding/bonding external fuel tanks on gen sets. Any reference or code would be greatly appreciated.

Yes I am talking diesel fuel tanks. From 15' to 100' away from generator set. These tanks sre refueled on a daily basis.

Is it metal piping between the tanks and the dispensing unit

These tanks come under the heading of "metal parts likely to become energized". Take a look at NEC 250.4(A)(4). I don't think it's necessary for the NEC to specify what type of 'Electrically Conductive Material and Other Equipment' has to be bonded. This particular rule covers it all. Also, keep in mind that these tanks create a hazardous location i.e. Class 1.

Whats the code rule that requires diesel to be considered a hazardous location?

The NEC does not typically address bonding of fuel tanks, thats normally in another NFPA code.
