NEC 690.13(F) (1) calls for externally operable general-use switch or circuit breaker, or other approved means.

Anyone familiar with the definition of externally operable?
Is this the OSHA definition or NEC has another definition?

The NEC defines it in article 100, and it just means the phrase that follows your 690 reference: "without exposing the operator to contact with live parts."

I suppose any circuit breaker or disconnect with a handle is ok, but a pull-out type disconnect might not be.
