I don't know what they are afraid of. A supervised zone will indirectly tell the user of the building that wire nut came loose, can't say that will happen for a wire nut on power and lighting circuits and those would have a much greater chance of starting a fire if that happens.
Their inspectors probably have a stroke or heart attack if they seen some of the fire alarm wiring I have seen, I don't do fire alarms yet still know a little about them. Will admit to moving a smoke detector on occasion, re-routing a conduit or cable as well, but never installed a complete system before.
