failed an inspection

had an inspector turn me down because I used a standerd knockuot seal(push penny) in a 200 amp nema three panel. The knockout I closed was one of the concentric ones at the bottom sides. My memory is that all entries below energized parts in a nema 3 enclosure do not have to be sealed. .
