Circuline fluorescent fixtures are sometimes equipped with the ballast placed exactly centered and as such, one or more of the box mounting holes are covered up by the ballast, thus preventing the box from supporting the fixture properly. The manufacturer provides toggle bolts in the package to secure the fixture at the outer diameter. The connections are to be made above the fixture in the box, not inside the fixture. There is a UL sticker supplied with those lights, but apparently they are also a code violation. I see similar arrangements made with some wall mount vanity lights. I guess all these are also code violations. Next time buy that inspector lunch and maybe he will lighten up a bit, and not forget how he used to install lots of the same items as well when he had his tools on.
