Failed inspection: Mini split condenser and panel distance requirement?

As I was reading this thread I was wondering if this was a service panel and it was a utility requirement.

A few years ago we did a project and the GC said the underground inspector for PG&E saw the line set for the A/C stubbed out near the service. The inspector stated their must be 36" between the panel and A/C equipment. I reviewed the Greenbook and EUSERC and could not find an clearance other that the same 10" from center of meter to "objects" that is in the LADWP link above. I told the GC all the underground inspections will be done long before the A/C equipment is installed so don't worry about it.
 
I infer that this is an electrical inspection. The 20 inch "requirement" is not an electrical requirement. Ask the inspector to provide a source; I suspect there is none. As long as you have adequate working clearance (which by the way you have not yet confirmed), the electrical inspection should pass.
Maybe the inspector wears more than one hat and failed it under mechanical?

In Los Angeles County, they use "Combination Inspectors" for residential and specialty Inspectors for commercial. Almost impossible to fail a residential inspection.

Well he highlighted a part about clearance to gas meter and appliances.
I also think the document is ambiguous as to whether it addresses an object that is not at the meter height.
