Failed Inspection

Almost 9 years ago, when I bought my townhome, it had a finished basement.
The basement was finished when I purchased the townhome, and thus I assume was part of the "Certificate of Occupancy" that the township granted me when I purchased the home.

This year I was required to have a sprinkler system installed inside my unit because it had an inadequate firewall (both the contractor and township have paid up in the lawsuit for this oversight).

During the electrical inspection for the electrical component of the sprinkler system the township inspector failed us because of wiring not "up to code" in my basement. I had a certified electrician come in that day to replace the juncture box with one "in code." We relayed this repair information to the inspector and requested him to come back and reinspect (which he has not). The inspector then told to us that there was no permit on file to finish the basement, and that he is researching the situation.


Any suggestions?
