Yeah there are a couple ways this could be handled. One might be just to require it for services with multiple disconnects. I guess the problem there is there isn't necessarily a gutter or box where the conductors are split. For example just picture two risers each going to a separate meter and disconnect. What about separating neutrals and grounds after the meter? Or maybe some language about you split them at the first available box or cabinet.
