OSHA still does not require the use of harnesses on most portable ladders and the real reason is that in many cases it is physically impossible to use a harness when on a portable ladder. How would you use one when using a step ladder to get to a light fixture on a 15' drywall ceiling? How would you use one when using a straight or extension ladder to get to a light fixture mounted 20' up on a 40' tall wall?

There is nothing in subpart X to require the use of fall protection when portable ladders are being used.1926.500(a)(2)(vii)
