Fan drops

I am the master elecrician at a Ford plant and we traditionally use SOO cord as floor fan drops to portable floor fans. These usally come from a receptacle circuit in the ceiling with a strain relief then down to a male and female cord cap at the fan. My question is where in the N.E.C. does it state thet this is legal and does not have to be hard piped to within 6ft of the fan and then a cord used from the fan to a receptacle. I feel our installation is fine but I need a code section to prove it.
 
The article would be 400.6? I am not in front of my NEC at the moment. 400 is for cords and I wanna say that technically it is not a legal installation. :-?

Then 400.10 talks about strain relief.

We did an A/C sheet metal shop with drops. They spec'd double strain relief. One on the box then one at the drop point.
