If the POCO is supplying the transfer switch, I'm betting it's not a 800, probally a 400. They always undersize everything. They base their calculations on what they project the average draw would be, Transformers will be sized this way too.

Around here you would be lucky to see a 50 KVA no matter what your calculated load.

The problem is, we can't do anything about what is ahead of the service connection point, but we have to follow the NEC after this point.
