No. Those downstream breakers will not open a fault with the service entrance conductors.
Those wires are protected by the utility OCPD. A line fuse or something else upstream.

Those breakers will not open as they will not see the fault current. Typically a fault at that location will not open any overcurrent device and will "burn" open after some time.

The fault current will return to the Source which is above the top of your schematic. The Circuit Breakers you have indicated won't "see" the fault current.
