Faulty 2 pole GFCI breakers?

Hi!
My husband and I are building a house and I did all of the electrical. I passed my inspection with flying colors, but I have an issue now that I’m plugging in appliances and such. My dryer is on a 2 pole 30 amp gfci breaker (square d homeline). I get a “9c1” error code on the dryer when I turn it on (voltage issue). I checked the legs on the breaker and the bottom one has no power. I bought a second breaker and the same thing happens! I put a normal 2 pole breaker on and the dryer works fine.
I had been warned about gfci breakers being faulty years ago, but I had hoped the issues had been worked out. Code says I need gfci, so I don’t know what to do. These breakers aren’t cheap and I can’t return it.
