FC Calculation (Pool Lighting)

I have lighting from a lighting designer for an indoor pool. The DOH is requiring 50FC on the deck and the water surface. I have underwater lights and photometrics (a point by point) and overhead lights and photometrics (point by point) Can I calculate by adding the FC points on both photometrics or is the calculation more complicated then that?

I don't think that underwater lights would count towards light levels on the deck and water surface.

They can help on the water surface...physically speaking.

I am trying to create a pool in my visual for the kicks and I haven't been able to illuminate the underwater. Maybe someone else has.
