hurk, Like I said in my original post, I'm not talking about when a meter is pulled and booted, such as when non-payment causes interruption of service. I'm talking about situations where the PoCo actually cuts the drop. I think the reasoning behind this policy is sound. There are few circumstances where the drop is actually severed by the PoCo.

hbendillo, I was thinking of the same thing. If he could aford it maybe he should put a 200amp meter base with a disconnect to feed both 100a panel. This is a rental building for him and down the road the other renter might need power on his side. You then wouldn't have to change the service again.

I am fairly sure that no inspector that is worthy of that title will let you feed three phase panels with single phase feeders. You would no longer be using the equipment in a manor consistent with it's listing and labeling. Equipment labeled three phase four wire cannot be supplied from single phase three wire feeders.
