Feed from Main Breaker Disconnect

From the main 200 amp (one breaker disc, meter combo) the existing subpanel is fed opposite side of house. I would like to put another subpanel in basement from the main again. Don't know what my options are because there's no breaker space.

The meter combo has two sides, so maybe I can splice inside the breaker side, no? The design model (SqD) doesn't have interchangeable breakers for a tandem lug setup. Any help, helps.

If space allows, a tap on the existing load conductors in the breaker space. (assuming the 240.21 tap rules are followed)

Ok, so I can feed a 200 amp sub and a 100 amp sub from a spliced 200 breaker? (if space permitting)

If you comply with the 240.21 tap rules (note racway is normally required)
