Feeder being fed through enclosed breaker enclosure

An enclosed breaker was installed that feeds panel A (located in another part of the building). Another feeder that feeds panel B (panel shown on the left of the picture) was installed and the feeder was fed through the enclosed breaker. This feeder was spliced inside the enclosed breaker and then extended to panel B. Is this allowable per NEC? Thanks.

See 312.8 and note that you are required to apply a warning label that indicates the location of the nearest disconnect for the conductors that pass through the enclosure.
