new user. The local fairground has a 400A single phase ct cabinet with double lugs on the load side. Under each lug is a pair of 4/0 al feeding two 200 amp panels adjacent to the ct cab. Each panel then has 3 200A breakers feeding overhead to 3 subpanels for 120v convenice outlets mounted on poles. At the top of the first pole after the mdp the 4/0 is then crimped on to what looks like #2awg. Two questions i have are why the smaller overhead wire and why only 4/0 from the 400A ct to the 200A panel.

As far as the single 4/0 AL supplying a 200 amp panel. I would bet that someone used Table 310.15(B)(6) to size those or they may have used 240.4(B) which allows moving up to the next standard size circuit breaker.

The overhead span may have been sized per 310.17 but if it is 2 AWG that is small.
