He may have been thinking 240.21(C)(3) regarding transformer secondary taps in an industrial environment.

Otherwise, the qualifying criteria is a high bay manufacturing facility for feeder taps under 240.21(B)(4).

Sorry, should have clarified my response. Situations such as 240.21 B (4) or (5) although I don't think either apply in this exact situation.
