Maybe I am looking at this the wrong way...

Situation: Feeder from one building to another. Under slab, the feeder is tapped with conductors running up through a CMU wall to multiple load centers. (I'm not saying the job is legal at the moment, this is an existing condition and we are correcting it.)
Question: I know 230.6 applies is in the "Service" section, but is a set of Feeder conductors considered outside of the building if they are "concrete encased" as described in 230.6?

I saw an older post with a similar question, but it didn't seem to answer the question.

230.6 is for services, special rules for unfused conductors. Feeder rules are in different article
I am aware that Feeders are a different article, that doesn't answer my question. Can concrete encased conductors be feeders be considered outside? "Conductors considered outside the building" only appears in 230.6 from what I could see, but various articles discuss outside conditions. If "outside" is a term that is not defined anywhere else in NEC, could concrete encased be considered outside of the building?

I think you brought up a valid point. As best I can tell the only place the use of concrete encasement is mentioned as a way of considering conductors to be "outside" is in article 230, which would appear to mean that the application of that technique would be limited to service conductors.

That does not mean that feeder conductors cannot be encased in concrete and thus considered "outside" though. it just means it is not something the code defines that way explicitly like it does for service conductors.

So, IMO, the answer is clear as mud.
 
You are asking about a feeder to a second building, so Article 225 applies. The rule there is much like the rule for services, as the building disconnect must be outside or inside nearest the point of entrance of the feeder conductors. The rule in 230.6 applies for this purpose.
225.32 Location.
The disconnecting means shall be installed either inside or outside of the building or structure served or where the conductors pass through the building or structure. The disconnecting means shall be at a readily accessible location nearest the point of entrance of the conductors. For the purposes of this section, the requirements in 230.6 shall be utilized.
