According to the NEC you could do that. Is theft really an issue or are you just looking at the worst case scenario? I'm unsure if even TR hardware would stop a determined thief with unfettered access to the wiring.

I didn't see anything saying you could not either. Theft could be an issue, I haven't seen it yet but supposedly the 60 amp feeder was cut and continued with 12-3. Don't know exactly what's up but it is low income units so anything is possible.
