I personally would never allow such an application if I was the AHJ. The point being is this is a residence subject to who knows what kind of future work to be done.

How could you prohibit it? Would you have an amendment written and adopted by your area?

In my opinion you cannot prevent unqualified people making bad choices and I do not feel it is the NECs job to so. The NEC is aimed at qualified people.
