feeders and gutters

thanks in advance -
so the other day our electrician installed a feed through disconnect 200A into a gutter, split service with polaris blocks
3/0 hots
2/0 or 1/0 neutral
#6 gnds

when the second panel was brought online a buzz was heard then the #6 melted -
when I looked at second panel -
one hot was on neutral
the bus bar had one neutral and one hot...
so that second panel was 120V only - -

what caused the buzz?
the first panel was fine no issues

seems that #6 was protesting ....~RJ~
 
Was the screw that bonds the neutral bar to the panel in place? If so then the hot on the neutral would be a direct short to ground.

There you go - I looked at it and yes - that would be the case - maybe they mismarked feeders... - thank you - just another item to look at before they energize - they pulle out the old feeders and pulled new - thanks for the information
