Feeders for a storage building

Good morning! I have a storage building that the architect had drawn to have 1000 A service with main breaker . Off of the thousand amps main service is a meter pack with 12 60 A panels. The drawing is showing each of the feeders to each panel to be three wires two hots and the neutral wire there is no equipment ground shown to separate the conduit used in this application is PVC wondering if anybody knows of any code article that would back this up without using a separate equipment ground.also all the main grounding is done at the main of the service off of their thousand amps breaker
 
It sounds as though he is stuck in an earlier (pre 2008) code cycle. See 250.32(B) and it's exception.

So your main breaker is ahead of the meter? Doesn't that mean you would need a 4 wire feeding the meter pack?

You would need an EGC unless the main and meter pack were in the same enclosure. Could be a qualifying metal raceway in lieu of the 4th conductor.

Yep, and I hope the meter pack if separate from the main, as it appears to be, has a non-bonded neutral.
