Feeders passing through sections of service switchboard

There is a service switchboard with 2 sections which has service switches.

The bottom service switch in section 2 has feeders going into section 1 of the switchboard.

Are feeders from section 2 allowed to pass through section 1?

NEC 408.2(2):
Other than the required interconnections and control wiring, only those conductors that are intended for termination in a vertical section of a switchboard or switchgear shall be located in that section.
Exception: Conductors shall be permitted to travel horizontally through vertical sections of switchboards and switchgear where such conductors are isolated from busbars by a barrier.
Might be NEC 408.3 in some code versions.

So I am guessing this switchboard is not up to current code

Probably something custom in this case. Would need something like GPO-3 sheets to separate the wires from the bus. Could be worth reaching out to a federal Pacific rep, if they even exist anymore.
