225.32 does say "for the purposes of this section" which is the required disconnecting means. Only other reason I can think of why someone would want a feeder considered outside is for use of the outside unlimited tap rule. But code says 230.6 applies there too.

I have feeder breaker from switchboard feeding the feeders and so these are not taps.
 
WHAT ATE YOU TRYING TO DO!?!?

The feeder is concrete encased for part of the section and its fed from feeder breaker in switchboard. However where concrete encased ends it runs 50 feet but all this is inside. One can walk not go outside the building itself

I am trying to determine if feeder concrete encased part is considered outside or not
 
If the entire feeder is inside (under a roof, etc) the part under the slab makes no difference.
If the feeder originated outside such as routed from another building, then the portion under the slab would still be considered outside.
 
If instead of encasing in concrete they had popped the feeders outside the exterior wall, run along the building siding, then popped back in, has anything changed? As long as its the same building I dont see the fact that it is outside or not changing anything.

Things like expansion fittings and drains should not be an issue if concrete encased.
