feeding thru a panel

The POCO in our area will not allow me to mount any disconnect on the left side of the meter enclosure. The inspector is using 312.8, and 230.7 (2005 code) and not allowing my service conductors to run thru on disconnect. This is a 400 amp set up, 2'' nipple from meter to a feed thru M.B. panel, 2'' nipple from this enclosure to a 225 ecc with a ch2200 installed in this enclosure. The feed thru allows for a future barn or shop.
I don't feel that I have violated any of these rules, these 4/0 alu conductors don't fill the area to more than 40% and I don't consider the disconnet to be a raceway. I normally mount on either side of the meter, but this POCO will no longer provide power if that is the case. I don't want to pipe around one disconnect to get to another. The rules that the inspector is citing are they legit violations.
 
I have 2 sets of conductors entering the first disconnect,one set stops and terminates on the line side of the breaker, the second set continous thru the enclosure to the next enclosure and terminates on the line side of the breaker. The first enclosure has conductors on the load side of the breaker feeding a shop, and the second disconnect feeds the subpanel in the basement
 
If the feed thru set can be classified as "service conductors" and based on the description given, then I agree there is a violation of 230.7

And from what I read in the first post, it is indeed the second set of conductors from the meter we're talking about passing thru the first disconnect.

Now, if there was a fused disconnect first in line, I think that will change things. I.e. the progression would have to be :

meter-fused service disconnect-your feed thru MB panel-your 225 ecc.

That would, IMHO, make the wires AFTER that fused service disconnect be classified as feeders, thus negating the violation.
 
is the panel that the second set of conductors are passing thru classified as a raceway, and if in fact that panel is a raceway how can I have any branch circut wiring in a M.B. panel. I may be off base here but I feel the raceway is only the 2'' nipples between the meter and first panel and between the first panel and the second.
