I am pretty sure you are wrong in that assertion. he may think he is, but he is almost certainly not, especially since FL has statewide standards.

Agree. I decided I was wrong when iwire said "The AHJ is the person or group that adopts the NEC." I just didn't admit it to the group. Yes the AHJ is probably some electrical board in Tallahassee. What I was getting at was the Chief Inspector is the final word on what flys.

No. He is not the final word. Read the enabling statute. There is some administrative appeal and judicial review.

It is a 110.3(B) and a listing issue. It is also based on the new rules for flexible wiring methods that specify the use of Type 2S or 21S wire ties for supprort.
The following is from the UL Guide Information for "Positioning Devices (ZODZ):
Type 2S and Type 21S — Type 2S and Type 21S products meet the same requirements as Type 2 and Type 21 products, respectively, but have been additionally investigated for use as primary support for a flexible conduit, flexible tubing, or cable in accordance with the NEC. Such products may also be marked "Support" in lieu of the "S" designation.

Is PVC conduit considered listed or labeled equipment? The definition of equipment includes fittings but does not mention raceways which have a separate definition. I don't think that section applies.
