Field installable terminal blocks for instrument cable

What are the issues with field installing UL 1053 terminal blocks which are recognized and not listed in outdoor metal cabinet. Is this an actual code violation or less than best practice?

are there any listed terminal blocks?

I don't have an issue with it. I don't recall ever running across a listed terminal block. Maybe there are some but I don't recall seeing any.
