Who can make comments on proposed changes?
How/where do you go to do this?

I understand that there is a serious proposal to require multipole breakers on multi-wire branch circuits. What I would like to know....is there an exception for certain circumstances?...ie, if I have one side of a mwbc going to a furnace and the other serves a general purpose circuit...if an overload occurs on the gp circuit...and no one bothers to reset it (say a vacuum cleaner goes bad)...the furnace circuit would also be deenergized....if the HO left for a winter weekend away just after this happened, he could come home to a disaster. Same could be true if a food freezer was on one side of a mwbc and a laundry circuit was on the other side...when the washing machine went bad.

You don't need multipole breakers. Single pole breakers with identified handle ties would satisfy the code rule. It would also rememdy the problem that you are considering.

I think the proposal you refer to is only addressing the following.but check 210.4

(3) 3-Phase and 2-Phase Systems. For line-to-line loads
in 4-wire, 3-phase systems or 5-wire, 2-phase systems having
a grounded neutral point and no conductor operating at
a voltage greater than permitted in 210.6, individual singlepole
circuit breakers with identified handle ties shall be
permitted as the protection for each ungrounded conductor.[ROP 10?18]
