Personally i like hang j hooks or Bridle rings if I cannot strap if to the top of a bar joist.
2008 NEC 300.4(E) pretty much rules that out. you need to be a 1.50" down from the deck.

If 300.4(E) is not referenced, then it fully applies.

Take a look at 725.3 or 760.3.
I am not sure why I see so many installations where the installer has secured his wiring method to pipe, conduit, raceways, whatever one wants to call them.
Why is this such a prevalent installation practice?
