What is this, and where is it?

Relating to fire alarm, CD probably relates to candela. Candela ratings for strobes are delinated in NFPA 72.

That's correct. Candela (cd) is defined as the luminous intensity in the horizontal direction of a standard lamp. It is sometimes refered to as "candlepower".

While I realize that some of the NEC test can draw on the NFPA code, is it necessary to go through all the NFPA as well?!?

NEC is also NFPA 70.
To be a knowledgable EC, you need NFPA 70, your applicable building code, and many more depending on the type of work you do. 13, 72, 101, etc.
