N/O would usually be correct for any fire alarm device that is required to be supervised. Even ones monitored by an addressable module. You have to be able to tell the difference between an alarm and an open circuit.

Normally closed circuits can be used on a heat detector for example that is not tied to an alarm panel, but is used to shut down power to a piece of equipment.

Be careful of the wording on the switch. I've seen some waterflow switches marked Normally Open on waterflow. Who thinks a waterflow condition is normal?
