Fire Alarm waiver

Does anyone know which article(s) apply to waivers related to fire alarm system requirement/waiver when a two-level commercial building is sprinklered and has grade access to both floors?

That would be found in whatever building code you have adopted.

Most building codes do not require a smoke detection system in a B occupancy (non-high rise), just manual pull stations (many times sprinklers eliminates this requirement) and notification devices.
