Is the fire bell in a house has to be on a dedicated 20 amp breaker and how high the has to be on the outside of the house??

You won't find those requirements in the NEC. Try Google...Home Fire Alarm Specifications...or something similar

If the house has sprinkler's then the bell is a "water is flowing alert"
not so much a fire bell, as we've been drilled from childhood!
So if the sprinkler starts or started leaking then is sounds!
