In my experience fire marshalls don't know that much about electrical installations. Sounds like those two guys need to talk.

IMO it depends on who's jurisdiction that falls under. The EI might be overstepping his boundary by going there.

But it deals with heat and smoke detectors in the elevators

Normally, around here, the EI would inspect how it is installed,(wiring method, support, boxes, etc), and either the Fire Marshal, or elevator inspector would determine if placement and/or design is correct.

Why are you in hard place? Like said above, get these two together to work it out. It's not your fault they're not on the same page.

Whoo-boy, I've run into that one before. Fire inspector wanted one thing, and elevator inspector wanted the opposite. I think I ended up calling the fire inspector on the phone while the elevator inspector was on site, and they hashed it out between themselves.

If it came down to it, I was going to let the fire guy inspect, and then rip out the smoke for the elevator inspector (or vice versa, I don't remember who wanted what)

And the elevator inspector has said he wants heat and smoke in the pit as well as shaft which fire marshall disagrees with

rather than fight them or allow yourself to be jacked around, its sometimes best to simply arrange a meeting and let them sort it out with each other (and also with the elevator inspector, who often has the overriding authority in the shaft). if they can't sort it out themselves, simply offer to help by offering to send all of their bosses the results of the meetings issues that can't be resolved.

i think i will put like each one wants then fix it for the next one and so one till we pass all of them

This is a terrible idea.

You are not listening to the advice that is being given here. I will repeat for you the solution to your problem get all parties involved together in the same room for a meeting and let them hash things out. This is not your problem, let the inspectors decide collectively what needs to be done and if that doesn't happen then it is time for the customer and possibly their attorney to take it to the next level.

(edit to add: sorry nakulak, I posted before reading your last reply, but obviously I agree!)
