Fire pump connection

We have one project where we show (3) breakers downstream of generator (this was designed by previous engineer who already left). The generator does not have main CB. Three CBs shall be fed out of generator bus. One of above breakers feeds fire pump ATS/controller and the other two feed other ATSs.

Fire pump ATS/controller was also tapped of utility xfmr on normal feeder size without protection. Contractor has proposed to remove the CB for fire pump ats/controller feeder to generator and tap this feeder to generator "stator" or generator main buss directly because he thinks this can be treated the same way as tap at the utility xfmr? Will this be allowed?

My answer is no because this solution, the other two breakers can be tripped when generator over loaded when the fire pump still runs. One of other ATS feed egress lighting and fire alarm control, it think that load is more important than fire pump right? Are there any rules from NEC can be used in this situation? Thanks!

The ATS/controller is "service rated", correct ?

It this area many "officials" have input on fire pump installs. My input is pure opinion.
