Fire Pump Grounding

We have opted to serve a fire pump from a separate utility service derived from the same utility transformer serving the main building service. We have bonded all of the available grounding electrodes at one point and then to the service neutral. We then showed the neutral of the fire pump tied to the same ground box. The AHJ wants a separate G.E.S. for the fire pump. Is this actually compliant?

My thoughts would be "no". One structure would require all grounding electrodes to be connected (250.50)
