Fire pump overcurrent protection

Please correct me if I am mistaken but doesn't the overcurrent protection for a fire pump have to be sized for the locked rotor current of the motor?

Wouldn't this also be applicable if the overcurrent device is located in the fire pump controller which is rated for use as service equipment?

I agree, 695.4(b) 1

1) Overcurrent Device Selection. The overcurrent protective device(s) shall be selected or set to carry indefinitely the sum of the locked-rotor current of the fire pump motor(s) and the pressure maintenance pump motor(s) and the full-load current of the associated fire pump accessory equipment when connected to this power supply.

Their intentions by doing this is to insure that nothing prevents the motor from running untill it burns up.
