Fire Pump Stand-By Generator Feed

Talking about a fire pump with a controller/transfer switch. I know that a fire pump is usually set up as its own dedicated service or a tap ahead of the main. Being a service, I also know that the feeder tap rules do not apply. From what I can tell about the stand-by generator connection, it allows for a breaker sized to handle the motor starting but doesn't explicitly require it. The question is, does the connection directly at the generator qualify as a feeder requiring it to be subject to the feeder tap rule distances?
 
Looking at 695.6, would the requirements for the feeder not qualify it as an "ousiode conductor" so even if the tap rules applied, 240.21 would allow unlimited length for outside conductors,.

Yes I would tend to agree with that, but what if the generator and the fire pump are both in a building and separated by 100'?
