I don"t see how this was ever 2 buildings as the OP has stated. One building with a demising wall does not make two buildings.

Yes, a properly rated demising wall it can make it two buildings. That is not uncommon in some areas. It does not always make it so but yes it can.



Furthermore the AHJ and the POCO can allow 2 services by exception.



Sure they can, but that is up to them and it seems that is not what they are inclined to do.

Maybe this was the exception that allowed 2 services as a condition.


I really do not believe that to be so.

I believe it was considered two seperate buildings that abutted each other until a walkway was cut between them. Now it's one building with too many services.

The EI is offering a way out without major costs.

There used to be some exceptions on building size, that if you did not want to install sprinklers, then you could put in a two hour wall and that would increase the allowable floor space, but you could not have any breeches in that wall. If you did breech it you had to use the very expensive "slam" doors. The codes of changed over the years, but that does not grandfather in old buildings. They must still meet the code that they were built under.
 
Please see 2012 I.B.C. Section 706.1 - "Each portion of a building separated by one or more fire walls that comply with the provisions of this section shall be considered a separate building."

Table 706.4 is used to determine the fire rating of the wall based on the occupancy classification. The minimum rating for this purpose is two hours.
