IS IT REQUIRED BY NEC OR ANY OTHER REGULATORY ORGANIZATION:
THAT A ELECTRICAL RISER THAT PENETRATES THROUGH A FIRE RATED WALL REQUIRE A DISCONNECT AFTER THE PENETRATION.

Maybe. Every building or structure requires a disconnecting means. If the firewall creates a separate building, then a disconnect is required.
225.31 Disconnecting Means.
Means shall be provided for disconnecting all ungrounded conductors that supply or pass through the building or structure.
Other codes? Don't know, there may be local codes that have other requirements.
