Fire/smoke damper 120VAC dedicated circuit breakers need to be locked on per code?

I need the code requirement for locking the 120VAC breaker in to be on.
Could not find it on the web.

I don't believe so, since the damper circuits should be wired fail-safe the area protected by the dampers would still be protected if the circuit was off.
