We have a 30' X 30' computer room . This room is fire rated with drywall all the way to the roof deck . I was asked if anything can be mounted on the wall outside the room and have a anchor like a toggle bolt penetrate the drywall ?

I believe the building code tells you what you need to do to maintain integrity, but the short answer is "yes". I think you're allowed a limited number of penetrations per so many square feet without doing anything special, but check the code.

IBC sec 714.3.2 Membrane penetrations. It only talks about steel electric boxes, but the potential failure of the wall's rating is when the annular space between the membrane and the box exceeds 1/8 inch, so it cannot exceed that. I would personally treat other non-combustible penetrations the same way. FWIW
 
if one side of the wall is open you could use the same firestop wrap we use on 4sq boxes. but then you would probably just use metal backing in that case. either way, sufficiantly rated fire stop in the gaps would be fine...
