first disc for service

I should know this but my code book has come up missing and I am having trouble remembering(age).

Replaceing service and fused panel with load center. Need disconnecting means outside next to the meter base then to the load center. Is the load center now a sub panel or can I run seu to the new load center from disc as long as I don't bond the Neut in the disc.? LC is in middle of home.

The panel is now a subpanel and requires 4 conductors which would be SER cable. Neutral bonding and grounding electrode conductors must terminate in the disconnect and grounding and grounded conductors must be separate in the subpanel.

I thought that hat was the case but just couldn't get the brain to jump start.
